How to determine which fuel pump is bad on 1990 Volvo 740 GLE 4 cylinder DOC?

Does anyone know how to determine which fuel pump is bad if there are two (one internal and one external)? My dad has never worked on a car with two and he says that the tester he normally uses will not work on this car. So as much information as you can provide would help.
